Whats the difference between Oklahoma State statues and administrative rules?

Statutes are the primary source of law---they are the basic laws set down and agreed upon by lawmakers. Administrative rules describe the organization and organization, procedures or requirements of an agency and interprets or prescribes policy or law. So, the law says that a person must be a licensed veterinarian to practice veterinary medicine in Oklahoma. But the administrative rules actually describe the necessary requirements to be met prior to applying for a veterinary license, how to apply for licensure, the continuing education required to renew a license, etc.
