Snowstorms obviously have lots and lots of snowflakes. "Flaky" as applied to a person, means being highly unreliable, unstable, and not following through. So if someone is flaky as a snowstorm, it means that they're NOT stable and probably ought not to be trusted to be a responsible adult.
