What causes air conditioning to stop working when you pull up to stop?

My mechanic replaced A/C electric fan with a generic unit. I noticed that a/c would stop working when vehicle was stopped. I discovered that the fan was wired the wrong way and was blowing air forwards, against radiator fan. I reversed polarity and all worked fine.
