Is it the law to have a bell and helmet when you are riding your bike?

It is the law to have a bell but it isn't the law to have a helmet.

Which i think is wrong because i know someone who has died because they

fell off of their bike and landed on his head, and is now dead :(

Motorcycle laws differ on where you are riding. Also, some organizations such as the Military require their employees to wear PPE (proper protective equipment).
