Do the leaders have to follow the same laws as everyone else in a monarchy?

It depends entirely on the monarchy. Some monarchies, like those of the UK, Spain, and the Netherlands are limited governments, where the monarch can be brought before a court for serious felonies. Other monarchies are unlimited and absolute, such as those of Saudi Arabia, the UAE, and Oman where the leaders are not held to account for their activities.
