What is a leaked cable?

It is a private message from a diplomat or diplomatic office usually towards headquarters. It is considered leaked when then contents of the cable are made public as it is analogous to when water leaks into the open out of a jar. The term cable refers to a message since the first electronic messages were sent over wire cables.
