Yes, God is all forgiving. No conditions apply. God's love is unconditional.
Jewish Answer
Yes, God forgives everyone. Also, most non-Orthodox Jews (which are the majority of Jews in the world) don't regard homosexuality as a sin, so most Jews do not believe forgiveness even applies. There is even a growing minority of Orthodox Jews who are starting to understand that being gay is part of nature and gay Jews should not be excluded from Jewish communities.
Christian Answer
God will only forgive gay people if they give up the sinful act of forming intimate and loving bonds with the same sex; (this is one of the sins that God hates - Leviticus 18:22). Though at the same time he will punish you for it once you ask for forgiveness. Gay people must live alone, never have their own families, and die alone in order to please God. Because God is merciful.
For example, you know when someone commits a crime and they are caught by the law, they are pardoned for their crime by given some kind of punishment in order to be excused from it. This is exactly how God is once you he forgives the person who sinned against him.
As The Bible says in Exodus 34:6,7 NCV(New Century Version)-
6 The Lord passed in front of Moses and said, "I am the Lord. The Lord is a God who shows mercy, who is kind, who doesn't become angry quickly, who has great love and faithfulness 7and is kind to thousands of people. The Lord forgives people for evil, for sin, and for turning against him, but he does not forget to punish guilty people. He will punish not only the guilty people, but also their children, their grandchildren, their great-grandchildren, and their great-great-grandchildren."
Also, do not think God does this out hate, in actuality, he does this out of love; just like a mother or father punishes their child for disobeying the rules they have given to them. Your parents don't punish you out of hate, but out of love. So why would think God would do the same when he is the father of all creation (Genesis 1: 1-2:22). [Because being gay is not a choice, but disobeying your parents is.]
