Can you use an EBT card in a different state?

Yes you can. However if you are moving you will have to reapply in that state. You cannot get assistance in two state for that month. They will make you wait until you benefits have ended completely in the previous state. But, yes you can. I moved from KS to AZ and used mg benefits just fine. They do this for the reason i stated above. People move all the time and need the access to the benefits.
