Orton makes contact with his opponents, but does so with the 'fleshy' part of the lower ankle. He is also pulling up or 'withdrawing' his foot at the point of contact so momentum is minimal. There is little doubt this move is painful, but not to the point his opponents sell it. It's worth remembering that a kick strong enough to knock a man unconscious could also, aimed in the wrong place (ie. the temple) and with extreme bad luck, kill a man.
