An F-16 isn't stealthy. "Stealth" aircraft are designed to not reflect radar signals back to the transmitter. Since almost all metallic materials will reflect radio waves, they can only be "stealthy" by reflecting the radio waves someplace else other than "back to the transmitter".
Stealth aircraft avoid vertical fins and flat surfaces; the rounded surfaces and angled fins are designed to reflect the radar waves up into space, or down to the ground.
