Possibly, but if trapping was stopped, there would be an over population of otters, which would result in massive outbreaks of diseases, loss of habitat, loss of many other plants and organisms that otters feed on. Also, otters aren't very friendly animals, so an overpopulation would result in more contact with humans, which wouldn't be a good thing. Trapping and hunting are nessecery for all species, but it needs to be done in moderation.
