Were can a 15 year old volunter at a animal center?

I (im 14) have also been trying to volunteer at animal centres for my duke of edinburgh. I have found no animal centres that will accept me as I am under 16. Apparantley this is due to insurance issues. The one place which let me voluntter was the pdsa animal hospital but they only had vacanies in the shop which they run.
