Snakes typically shut down September-October but that depends on where you live.
Snakes can be found at any time of the year. They sleep in the winter but don't hibernate. If a snake did not eat enough before its long sleep it will wake up, no matter the temperature, and try to find food or whatever resource it requires. Although a snake slithering across the snow is very uncommon, it is possible and does happen.
To answer the question, snakes are typically asleep by November but their are exceptions and reasons that could prove otherwise depending on location and the individual snakes preparedness for the rough times.
