If you look at someones blog will they know?

Blogger know how many people visited their blog. Some platforms allow bloggers to see what IP's visited the blog but they won't be able to tell which individual person visited a blog.

But if a blog uses services like facebook connect or google connect that allow users to sign-in using that account blogger will have a way to know who went on their site.
