My best advice would be to exhaust all possible free online resources, a great place to start is by just doing a simple google search on the number. If at first google doesn't find any results, you might want to try typing " phonebook:555-555-5555 "

When you type "phonebook:" in front of the number in the google box you are telling google to browse it's phone book/white pages database.

If nothing comes up it's a safe bet to say that the number is unlisted / non-published.

You might also want to try calling 411 and asking an actual operator, but that can cost a few dollars depending upon your local phone carrier.

There are also companies out there that will reverse a phone number for a fee, like http://www.tracing-america.com/

Oh, you can also find out the carrier and city/state that a phone number originates from by visiting http://www.fonefinder.net. This can often times be very useful in and of itself, and it's free.

I've also tried Net Detective and Intelius, and I can say that they're pretty shabby. They just give you access to public databases like anywho.com or google's phone book searches, so it's sort of a waste of money. If you're going to pay for a search make sure you go with a company that offers a money back guarantee and fully outlines the results that will be returned to you. (ie: is the company going to guarantee to return both the name and address for a phone number, or do they only promise a name and *maybe an address)

There are alot of companies out there that use crafty Wording to make it sound like you'll get both the name and address when you order a search, but in their fine print they'll say the address 'may not be available,' so read up on what you're ordering/purchasing.
