What is the main difference between tools and instruments?

Technology is a broad concept that deals with an animal species' usage and knowledge of tools and crafts, and how it affects an animal species' ability to control and adapt to its environment.

For example, there is Computer technology or construction technology which incorporates all knowledge about computers or construction.

But a "C compiler" or a "drill" are explicit tools you use within a technology.
