The answer depends on the definition of technology. A plow, whilst very old technology, is still technology. Here are some stats on limited topics:
- The number of cars worldwide surpassed 1 billion in 2010. China had the 2nd highest number worldwide. See: http://www.huffingtonpost.ca/2011/08/23/car-population_n_934291.html
- The 2014 estimated internet Users is over 7 Billion. See http://www.internetworldstats.com/stats.htm
- Worldwide there are 25 million tractors. See http://www.nationmaster.com/country-info/stats/Agriculture/Tractors
- Cancer death rates per 100,000 people are down due to technological advances. See http://www.nationmaster.com/country-info/stats/Health/Diseases/Cancer/Cancer-death-rate-%28per-100%2C000-population%29
- With increases in disposable income, people can afford to buy more technology, like microwave ovens, air conditioners, televisions, hospital equipment, telephones, etc. See http://www.nationmaster.com/country-info/stats/Cost-of-living/Average-monthly-disposable-salary/After-tax
All modern humans (and even many of our pre-human ancestors) use technology. It may be very simple basic technology or highly advanced technology, but all humans living today use technology of some kind. That would put the total number at over 7.2 billion people using technology as of 2014. See: http://www.worldometers.info/world-population/
