Generally: you should use someone that is highly recommended within a circle of peeps that you know and trust that is licensed and has equipment to check such conditions.

However: There are indicators that anyone should know that has any interest in such a matter as yours.

#1. Use a highly known accurate temperature thermometer to record the air temp. going into the units return air filter grill and write down your reading. Then go to the outlet register grill where it blows air out after being conditioned and see what that temperature is and write it down. Be patiant. And try to hang the thermometer by a string or something and don't hold with hand. Give it time to stablilize and settle to a firm reading. Record the temperature of the room itself or rooms and write down. subtract the inlet and outlet air temperature readings and this will give you what we know as TD or Temperature Difference of the air going through your treatment unit. some factories have one and some have another recommendation. but all in all you should see 15 degrees TD. Now look at the room avg. temperature. are they all about the same or widely different? If the TD is very small then go out to your unit and fell the air blowing out of it into outside air. Should be hot!!!!,,, if not,,,, just warm or so,,,, Bingo!!!!!! You got refrigerant problems.

If not hot at all but just blowing ouside air around , your compressor may not even be running. ( that pumps the refrigerant charge in your system ). Bingo!!!!!!!! You most likely have electrical problems. Either case, you know you need a good technician and don't have to feel foolish about calling one over nothing.

Hope this helps: Jimiwane
