What are Layout Pages in SharePoint?

Layout pages are simply templates where items such as borders, background colour,, text size & font etc are stored - so that they are automatically set when a new version of the page is created. It's a time-saving feature of most power-point type programs, that assist the user in creating identical 'slides' without having to change each page individually.
