They made the public health act compulsory because after many failed attempts, out breaks of diseases such as cholera, killed so many people, not only poor but rich too. When the queen's husband Albert died everyone started to realise it was because of the cramped living conditions and the bad sanitation that so many were dying and it even killed the rich. So the government decided to make it compulsory as well as having tuberculosis (TB) jabs compulsory as well as TB was a very deadly disease.
