Do people have to pay to be in the peace corps?

No. The only expenses to join the Peace Corps would be doctor's expenses as you apply, since you they need to know your medical history. Once you are accepted, they pay for your transportation to a U.S. pre-departure staging and airfare to the country you're serving in. You receive a stipend as you volunteer, which is enough to cover your basic expenses.
