I believe that it is the quality of food and service that makes the two different. Cafes normally serve cheaper food than the fine dining restaurants. Cafes are usually for informal, quick and affordable snack food while fine dining restaurant isn't. Here's a piece of advice. You can try them both and see it for yourself. =)

Fine dining, as the name suggests, offers patrons the finest in food, service and atmosphere. Fine dining caters to an upscale clientele and provides the highest quality of food. A fine dining restaurant has a formal atmosphere and a fancier menu than most restaurants. They offer wine lists, and sometimes sommeliers, to help you with your food and wine pairing. It's a place for some romantic dinner, while a cafe offers a light, casual environment, sometimes outside, to sip on drinks and eat lunch or snacks. It is also more casual and not too classy, there's no dress attire that needs to be followed. Here's a great sample for a fine diningg resto: http://www.mott32.com/home/
