Why do most states require their students to attend school to at least the age of 16?

No, not everyone is required to go to school until they are 18. Each state has a different compulsory attendance age. In PA, I know that once a person is 17 they do not have to attend school, but once enrolled they need a guardian's permission to "drop out."
