You have a problem with the Air Bag system, "Supplemental Restraint System". This is not a DIY repair. Serious injury can occur, or you may disable the SRS entirely, or cause it to deploy prematurely. Take it to the dealer for repair, ASAP. This is extremely good advice. If the SRS light is on, DO NOT attempt to fix it. Besides that you need a very expensive scanning tool to find out why the light is on in the first place. Tinkering with an air bag is system is very dangerous. Take it to your dealer. True that it is always best to have it checked out, but you do NOT need an expensive tool to figure out why it was triggered. Just an SCS service connector ($10) or a jumper wire. You connect them to the service connector beneath the dash and the SRS light will blink the Error code. Here is how to reset the light: These are the instructions out of the Honda Service Manual for 1996-2000 Civics:

1.) Make sure the ignition switch is OFF.

2.) Connect the SCS service connector to the MES connector. Do not use a jumper wire.

3.) Turn the ignition switch ON.

4.) The SRS indicator light comes on for about six second and goes off. Remove the SCS service connector from the MES connector within 4 seconds after the SRS indicator light went off.

5.) The SRS indicator light comes on again. Reconnect the SCS service connector to the MES connector within 4 seconds after the SRS indicator light comes on.

6.) The SRS indicator light goes off. Remove the SCS service connector from the MES connector within 4 seconds.

7.) The SRS indicator light indicates that the memory is erased by blinking two times.

8.) Turn the ignition swith OFF, and wait for ten seconds.

Ok first you're asking what the SCS service connector is. Basically it's a jumper wire. It just has a connector so you can easily connect and disconnect it. You can in fact you a jumper wire. It just might make it a little more difficult. Now you want to know where there MES connector is. It's a yellow 2 wire connector located underneath the dashboard near the fuse panel.
