When is MOPP Level 1 established?

MOPP Level 1 is established when a chemical or biological threat is identified, and personnel are required to prepare for potential exposure. At this level, troops wear their protective masks and have their protective suits readily available, but they do not yet don the full protective gear. This preparation allows for a quick response in case the situation escalates.
