How does the decompression lever on a 06 crf250r operate?

there isn't one there is a hotstart lever "clutch side trigger finger" the hotstart lever is for when the bike is warm. pull it in and it gives the carb. more air, leans it out. it has a built in decompression system on the cam, when the bike is not running it is being decompressed.
