How do you get the passenger side turn signal on a 1999 cougar to work changed the bulb and all other signal lights work Any ideas?

If it is only one of the passenger side turn signals, it has either a shorted power lead or an open ground; check the ground first. If both front and rear turn signals are not working, check/replace blinker module.
