Well, there's an issue here. Wearing the condom only prevents the sperm from entering the vagina if it's on. If the condom has been taking off, and sperm has been released into the vagina, then chances of pregnancy are just as high as if he hadn't worn it.
The only way for a condom to be truly effective is if it is worn all through sex. It's relatively useless otherwise.
Some people may claim that this is not so, however it is true. A condom is only effective as a contraception if worn all the way through sex, as pre-cum or ejaculation may occur while it's not worn and sperm will travel into the vagina.
If you've had sex after he's taken the condom off, you may want to get a pregnancy test as a precaution, as he may as well have not been wearing it at all.
If your partner refuses to wear the condom all the way through and you don't wish to become pregnant, then refuse to have sex. Simple. You have the right to refuse and if he continues it will be considered an act of rape, which carries criminal charges.
