Can a manager at a restaurant make their employees pay for silverware or glassware?

It depends if the restaurant is actually owned by the manager, if it is, it's their property you have lost/broken, so they have every right to make you pay for replacement(s).

If it is a chain restaurant, the most likely answer would be no, but it would be best to check the rules/handbook for the job, or to phone the head office.
