What is a discouraged worker?

A discouraged worker is an individual who has stopped looking for employment because they believe no jobs are available or that they would not qualify for the positions available. This often occurs after prolonged unsuccessful job searches, leading them to feel disheartened and less motivated to continue seeking work. Discouraged workers are not counted in the official unemployment rate, which can understate the true level of unemployment in the economy.
