Spike Ilacqua has claimed to have created the first public ISP.

Prof. Andrew Burt, of the University of Denver, was slightly earlier, creating Nyx (then nyx.cs.du.edu, now nyx.net) in January 1989.

PSINet was one of the first companies to provide an ISP. (internet Service Provider).
