There are three possible answers that come to mind...

1. Albania - A solid red flag with a black "bird-like" creature in the center.
2. Germany w/ Eagle - a black, red and yellow tri-color flag with a black eagle in the center
3. Poland w/ Eagle - A two-color (white over red) flag with the emblem of an eagle in the top (white) field.
