How come it's rude when white people are mean to black people but no one cares when black people are nasty to white people?

Answer:

"White People" and "Black People" are not all one thing or another. Each individual in each race varies.

Some whites can be rude to some blacks and it not mean racism, or even be taken as such. And if a black person is rude or "nasty" to a white person, it may or may not mean racism, and others - of all colors - may or may not care.

I understand the phenomena being queried, though. The answer to that is this - Of all the reasons that people have to be rude, racism is an additional reason. And in this country, racism is typically from white to black.

The opposite kind exists, just not as largely. So there is more care and concern about rudeness from whites to blacks.
