If you live in PA and you receive a ticket for failure to stop at a stop sign and no points were given does your insurance go up?

i just got one and it doesnt if it doesnt acrew points they said its not even on your records thus your insurance isn't affected. its just a ticket to meet their quotas especially if they find out you have a clean record. im pretty sure they phrase the citation as something to do with moving violations rather than going through a stop sign.
