What state can you get your license in if is suspended in another state?

no 3 years ago you could of but the have a new law i live in Illinois and got to many speeding tickits and got suspended i went to Iowa and got another one and mover there last year i got a thing in the mail stating a new law was in affect if your drivers licence is suspend in ill you cant have one in this state so hear i am 3 years now not having one and they wont let me get it back but my moms boy toy has had 6 DUI and has his tell me how mest up is that
