You dial the UK mobile number exactly the same way you do when it is at home in Britain. The mobile network automatically re-routes the call for you.
From a UK landline, you dial 07...
From a GSM mobile anywhere in the world, dial +44 7...
From a US landline, or from a US non-GSM mobile, dial 011 44 7...
From the rest of the world, dial your international access prefix, then 44 7...
(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
