Why do girls wear short dresses and skirts?

My guess is to attract the attention of men and to show off there body's as much as they can. But for some reason don't ask me why they get very touchy if you keep on looking for long periods if you ask me if they don't want men to do it then they shouldn't wear such short clothing.
