Does the state of Washington require a drivers license to operate a motor scooter?

to operate a scooter on the roadway you do need a driver's license. should your scoot be bigger than 50cc's, you also need a "motorcycle endorsement", having a separate operations test (and a written one too? it's been a while...) which shouldn't be a problem if you can ride...
