Does the cog defeat the locust?

In the "Gears of War" series, the COG (Coalition of Ordered Governments) ultimately fights against the Locust, a hostile subterranean race. Throughout the franchise, the COG faces significant challenges and losses but ultimately manages to defeat the Locust Queen and bring an end to the Locust threat. However, the conflict leaves lasting consequences and leads to new challenges, including the emergence of other enemies. So, while the COG defeats the Locust, the victory is complex and comes with its own set of ramifications.
