They are used for traction in inclimate weather - the newer type (Om spot) are controlled by a switch inside the driver's area. When activated, chainas drop in front of the drive wheels aaalwing the drive wheels to ride on them giving the vehicle the traction it needs on ice. They rotate at the same speed as the tires.
