Did rioting in Berlin force the Prussian king Frederick William IV to promise a constitution in 1848?

There were revolutions going all through Europe during the year of 1848 and as a result of these uprisings, absolute monarchs became more liberal and started to create constitutional monarchies. In Prussia, the Berlin riots had the same effect where FW promised to create a rechtsstaat where the king's power would no longer go unchecked
