Some people say rabbits shouldn't eat citrus fruit at all.
Other people say rabbits can eat citrus fruit, including clementines, but only as a treat.
Fruits and most vegetables are only okay for rabbits as treats because too much is unhealthy for them (exactly how they're unhealthy depends on the plant, but common reasons are: too much sugar, too much carbohydrates, or leads to gas -- a serious condition in bunnies; in the case of clementines, it's the sugar content that's the problem). The House Rabbit Society advises no more than 2 tablespoons of fruit or sugar veg (like carrot) every day for a normal, healthy 6 pound rabbit.
Rabbits need to eat lots and lots of hay every day to keep their guts and teeth healthy, so over-eating anything other than hay is dangerous because it could "spoil" the rabbit's appetite for hay.
