You can take them to neopets.com; there are plenty of safe censored chatting but you still get all the fun of taking care of a pet.

I like clubpenguin.com. its a Disney site and really fun.

Also i find that millsberry.com is not only fun but educational. even i have fun with the mohawk on the characters.
