Can turtles live on land without water?

Yes. The turtle will get exhaused swimming all the time, and even if the water is shallow enough for the turtle to stick it's head up to breathe without swimming, not having a spot to dry off and bask will cause the turtle to not be able to digest its food and fungal infections, outside and in, will occur.
