Why is developing a new drug expensive?

The main cost in making medications is the intense research & development process that may take a company years to complete, in addition to raw materials and production costs. Of course the pharmaceutical companies expect to be compensated for their investments and add a premium to the price, so as to give their shareholders an acceptable rate of return.
