How do you get Zapdos in Pokemon Blue version?

got to the electric plant. before you go to the Cave that has no light and leads to lavender town, go north and surf on that water. surf around the land and go south. then prepare to make a left and a Gym looking building will appear. have fun, its a heck of a maze!!!
