How do you get driftloon Pokemon diamond?

driftloon appears outside of the wind works on 3 o'clock.If it don't work , goto the flaoroma town and it will apear at th flaoroma meadow. it will sure work if you find it in eterna forest [old chateu](just because they are all female)
