A Sleeve pipe is inserted into a drilled hole to separate any liquids from the surrounding surfaces and the water below.

The sleeve is a sealed piece of material pressed into the shaft and this keeps any contamination from going down the shaft and being absorbed into the water table below.

Separating water tables is a common reason for their required installation.
