Before you start, you should always check with the owner of the building your room is in, be that landlord or parent, to make sure painting is allowed.
Then, when choosing a colour to paint your personal space (ie. a bedroom), it is best to look to your personal tastes. For example, if you like, and wear a lot of blue, some form of the colour will look good, and make the room feel more personal.
I cases where your favourite colour is very intense, for example, black, you may want to use it as an accent colour, perhaps in your linens, window treatments and maybe even an area rug, painting the walls a much subtler form of the colour, in this case, a grey.
Neutral colours, white, off white, grey, taupe and tan and safe, and if the room is in a rental space, you may want to go in that direction. However, in this case a pastel form of your chosen colour will still be more satisfying to you and acceptable to your landlord.
Depends on your personality if you ask me. If your outgoing, go for that bright red and black. If your not so popular and very shy, go for the beige colours. But if your emo, Black and white stripes are perfect. However, this is the sort of thing you want for your bedroom. If its like downstairs, I really like stepping into a living room with warm colours, (ie; brown, tan, beige) I don't know why, maybe its just a thing, but anyways, Good luck! :) Hope this helped :)
