Why did New York State recently ban the sale of personal DNA tests directly to consumers?

NY State was afraid of all of the "what-ifs" of individuals using personal DNA tests. What if the results were inaccurate? People could have been led by misinterpreted results to do something foolish, or could have been traumatized by learning they were at high risk for a serious disease.
